Application and Review Process

Applications are available at the office or on the Apply page. Housing Authority staff are available to assist applicants complete and review applications.

DCRHA Rental Waitlist

DCRHA maintains an open waitlist of all applicants for rental apartments or rental assistance. Applicants are responsible for updating their information and affirming their continued interest in order to maintain waitlist position.

Eligibility and Verifications

Applicant eligibility is determined in accordance with the Tenant Selection Plan and additional criteria determined by program funding and permitting. Some factors:

  • Income limits vary by program and can be found on the Apply page.
  • Verifiable landlord and personal references
  • Banking and, as needed, credit references
  • Criminal history background checks
  • Household size relative to a unit’s number of bedrooms
  • Interview with applicant household
  • Island or town preference that may apply
  • Valid U.S. Social Security numbers for all members of the household
  • Ability to pay first month’s rent and security deposit
  • Applicant’s ability and willingness to enter into a lease

Determination of Ineligibility

Applicant’s ineligibility is determined in accordance with the Tenant Selection Plan and additional criteria determined by program funding and permitting. Some factors:

  • Applicant does not meet eligibility and screening requirements
  • Rent would exceed 30-40% of applicant’s gross total annual income
  • Incomplete or unreadable application information
  • False or unsubstantiated information
